Stephen was raised in Speedway and is a graduate of Speedway High School. He attended Indiana University in Bloomington and earned his J.D. degree from Indiana University School of Law in Indianapolis in 1975.

Stephen built his practice with an emphasis on individual attention for his each of his clients. He is an advocate to pursue their legal interests and protect their rights. .

A veteran of the United States Army, Former Circuit Court Commissioner, Deputy Prosecutor, Deputy Attorney General; Stephen and his wife, Pamela, have built their lives together in the community of Indianapolis. The couple have two children, Katherine and Stephanie.
